Mark S. Inch served as Florida's 12th Secretary of Corrections from January 2019 till his retirement in December 2021, completing 40 years of public service. The Florida DOC is the third largest State Corrections Agency in the Nation. He is now semi-retired and divides his time between family and community, prison ministry and reentry efforts, and advancing the corrections profession as an author, speaker, consultant, and executive mentor.
Major General (Ret) Inch previously served as the 15th Provost Marshal General of the Army, Commanding General (CG) of the Criminal Investigation Command (CID) and Army Corrections Command, and Executive Manager of the Defense Forensics and Biometrics Agency. Serving as a Military Police Officer for 35 years, he held other key positions including: CG, CJIATF 435 (Detainee Operations/Rule of Law), Afghanistan; Chief of the Military Police Corps Regiment/46th Commandant, U.S. Army Military Police School, Fort Leonard Wood, MO; Chief of Staff, Task Force 134 (Detainee Operations), Iraq; 48th Commandant (Warden), U.S. Disciplinary Barracks, Fort Leavenworth, KS, and Deputy Provost Marshal, United Nations Operation in Somalia. MG Inch received the Army Distinguished Service Medal in 2017 for exceptional meritorious service to the Government in a duty of great responsibility.
Following his military career and prior to joining the Florida DOC, Mr. Inch served as the 9th Director of the Federal Bureau of Prisons in 2017-2018. Director Inch oversaw the operation of 122 Bureau of Prisons' facilities with oversight of 39,000 staff and 186,000 incarcerated persons.
In 1982, Mr. Inch received a BA w/Honors in Biblical Archaeology from Wheaton College, IL; in 1992, a MA in Geography (focus Middle East/Africa) from the University of Texas at Austin; and in 2005, a MMAS in Military Operational Art and Science Studies from the U.S. Army Command and General Staff College.
Mr. Inch completed professional certification with the American Correctional Association (ACA) and was the first association member to earn the Certified Corrections Executive designation with Honor. He received ACA's Walter Dunbar Accreditation Achievement Award and ACA's highest honor, the E.R. Cass Award for lifetime achievement in Corrections.
Mr. Inch serves on a number of Advisory and Boards of Directors. He is Chair of the ACA Certification Commission and served on the Council on Criminal Justice's Veterans Justice Commission. He is an Associate Member of the Correctional Leaders Association.

Jim Plousis began his law enforcement career as a Police Officer with the Ocean City, NJ Police Department in 1978.
In November, 1985 Jim was first elected Sheriff of Cape May County, NJ. He would go on to serve six terms as Sheriff, with a staff of over 200 professionals and an annual operating budget in excess of $30 million.
In 2002, while still serving as Sheriff, Jim received a Presidential appointment as the United States Marshal for the District of New Jersey. Under Marshal Plousis’ leadership the New York/New Jersey Regional Fugitive Task Force was established.
After serving as U.S. Marshal, Jim was appointed the Chairman of the New Jersey State Parole Board in 2010, supervising over 16,000 parolees and a staff of over 800 employees. Jim continues his exemplary record of public service to this date.
Jim is the author of Jersey Lawman: A Life on the Right Side of Crime. He is member of the Board of Directors of Hand-to-Hand Mission to Haiti and an active supporter and former Chairman of the U.S. Marshals Survivors Benefit Fund Executive Board.

Kathleen Allison retired as Secretary for the California Department of Corrections and Rehabilitation (CDCR) after serving from October 1, 2020 to December 28, 2022, where she managed a nearly $15B correctional annual budget for the state of California.
In her over 35 years at CDCR, she has held several leadership roles, including the responsibility of Undersecretary of Operations from 2018 until retiring in December of 2019. Prior to that, she was Director of the Division of Adult Institutions (DAI) from 2016 to 2018; Deputy Director of Facility Support from 2012 to 2016; and Associate Director for the Female Offender Programs and Services from 2011 to 2012. Ms. Allison also served in several positions at the California Substance Abuse Treatment Facility in Corcoran from 2002 to 2011, including Warden; Chief Deputy Administrator; Correctional Administrator; and Correctional Health Services Administrator II. Ms. Allison held the position of Community Resource Manager at Avenal State Prison from 1997 to 2002. From 1993 to 1997, she served as Senior Medical Technician at North Kern State Prison, as well as Avenal State Prison. Ms. Allison began her career as a Medical Technical Assistant at Avenal State Prison in 1987. She is a licensed Registered Nurse.
Ms. Allison has experienced nearly all aspects of corrections in her tenure at CDCR, from healthcare and custody operations to fiscal administration, rehabilitative programs, mental health services, and community relationships. As Undersecretary, Ms. Allison held a critical role in the responsibility for the response of CDCR to the COVID-19 pandemic in some of the state’s 35 prisons.
Additionally, Ms. Allison has been instrumental in the evolution of California’s correctional policies to create a system focused on public safety, personal accountability and positive change. She was responsible for the successful implementation of various criminal justice reforms, and emphasized focus on rehabilitation and restorative justice to ensure a safer community both in and outside of facility settings.
Mrs. Allison is known to her colleagues as a dedicated, compassionate and knowledgeable leader who acts with informed intention. She provides dXh with clinical recommendations of digital health technologies as well as identifying critical challenges that the State of California and other large state correctional facilities face in managing the health and well-being of justice involved communities.

With over 30 years of public safety experience, Leo P. McGuire has remained on the forefront of innovation, technology, and mentoring others to realize their potential.
Whether it was serving as an Army military policeman during the Cold War in Germany, as a councilman, or leading Bergen County's largest law enforcement agency as Sheriff, he maintained a balance between effective leadership and providing the critical safety services our citizens expect and desire. With an MBA and now retired from law enforcement, Leo operates and supports several business pursuits and continues to teach leadership, business, and Homeland Security while sitting on Criminal Justice Advisory Board at a NY College and the Board of Trustees of a NJ University.
As the Vice-Chairman for the NJ Employer Support of the Guard and Reserve, a DOD agency, he proudly accepted the ESGR Chair Emeritus Award and the US NE Region Employer Outreach Award.

Dr. Patel retired from the U.S. Department of Justice after 27 years of distinguished service, where he held the position of Chief of Health Care Quality and Risk Management at the Federal Bureau of Prisons (BOP) headquarters in Washington, D.C. In this role, he oversaw healthcare quality and risk management programs across 122 federal prisons, including seven major Federal Medical Centers.
Beyond his federal career, Dr. Patel has been deeply involved in community service in New Jersey. Since 2006, he has led the Health Camp of NJ (HCNJ), providing free health screenings to over 13,000 underserved individuals in South Asian communities. He also serves as President of the Indo-American Cultural Foundation of Central Jersey (IACFNJ) and has held leadership roles with the Global Organization of People of Indian Origin (GOPIO).
Dr. Patel’s contributions have earned him numerous awards, including the NJ Governor’s Thomas Jefferson Award for Public Service and the NJBIZ Healthcare Heroes Award. His service to the community has also been recognized by U.S. Senators Cory Booker and Robert Menendez, as well as local New Jersey officials.
Dr. Patel provides dXh with clinical recommendations of digital health technologies the Company is implementing as well as strategic guidance on healthcare challenges of the Federal BOP.

Alexandra Duncan leads Pew’s substance use prevention and treatment initiative, which supports federal and state policies to reduce the inappropriate use of opioids and increase access to evidence-based treatment for substance use disorders.
Before joining Pew, Duncan was a research associate at IMPAQ International LLC, where she supported the Center for Consumer Information and Insurance Oversight on issues related to compliance under the Affordable Care Act with prescription drug and nondiscrimination regulations for high-cost medical conditions, including opioid use disorder and evaluation of health programs. Previously, she was a senior analyst for Abt Associates, working on several projects addressing HIV testing and the integration of treatments for HIV and substance use disorder.
Duncan holds a bachelor’s degree from Bryn Mawr College, a master’s in public health from Tulane University, and a doctorate in public health from Columbia University; she completed postdoctoral training at the Johns Hopkins Bloomberg School of Public Health.
Alex will assist dXh with grants strategy and ensure patient perspectives are integrated into the research and development process.

Christina Kadelski, LPC, LCADC, ACS
Christina Kadelski is a licensed professional counselor, licensed clinical alcohol and drug counselor, and approved clinical supervisor with over a decade of experience serving underserved populations, particularly justice-involved individuals. Christina has held leadership roles in correctional healthcare, including as an executive at University Correctional Health Care (UCHC), where she restructured operations across 10 state prisons, managed budgets, supply chains, and specialty healthcare contracts, and prepared for NCCHC accreditation. During the COVID-19 pandemic, she coordinated statewide testing and vaccination efforts for over 15,000 individuals in collaboration with the Department of Corrections.
Earlier, Christina supervised an innovative peer recovery program addressing opioid use disorder for incarcerated individuals transitioning to community life. She has also provided clinical care in acute partial hospitals, helplines, and correctional centers, emphasizing reentry support. Christina’s academic credentials include a master’s in Forensic Mental Health Counseling from John Jay College of Criminal Justice and a bachelor’s in psychology from St. Francis College. She is pursuing a doctorate at Montclair State University, focusing on post-release populations.
An adjunct faculty member and board-certified Correctional Healthcare Professional (CCHP), Christina is deeply committed to advancing health equity and recovery services through her clinical expertise and operational leadership.

He has designed, built and led technology driven healthcare transformations in the US, Europe and Asia with academic medical centers, governments, and start-ups. A board-certified emergency physician, Dr. Yasin practices clinically in Massachusetts.
Dr. Yasin’s leverages his ER experience and digital health technologies expertise to provide dXh with clinical reviews and recommendations of health technologies the Company is considering in implementing. Dr. Yasin also will support designing the population health management capabilities using the latest in GenerativeAI technology.
